Dutch gaming authority confirms rollout plan for Responsible Gaming Policy amendments | Yogonet International

The Dutch gambling regulator, the Kansspelautoriteit (KSA), has confirmed the implementation timeline for its new Responsible Gaming Policy, with most of the changes set to take effect on June 3, followed by the remaining amendments in October 2024.

Initially scheduled for May 2024, the implementation was delayed to June 3 due to an extension granted to gaming industry stakeholders for feedback on the proposed policy changes. The extension was prompted by the significant amount of responses from stakeholders that the regulator received.

In December last year, an extension was initially granted to allow stakeholders in the gaming sector additional time to provide feedback on the proposed changes to the Responsible Gaming Policy. These changes primarily focus on enhancing the duty of care of online providers towards their players.

The authority has specified two distinct dates for the enforcement of different parts of the policy. Most of the amended rules will be put into effect and published in the Government Gazette on June 3. However, certain paragraphs concerning the analysis and recording of playing behavior, as well as interventions, will come into effect on October 1, 2024.

The KSA emphasizes that these articles may undergo slight modifications based on the consultation responses. Therefore, providers are given time to implement necessary changes in information and communication technology (ICT), policy, and personnel.

Earlier this year, the KSA introduced a new supervisory agenda as part of its ‘Safe Gaming’ mission, aligning with public objectives aimed at strengthening player protection.

The agenda, outlined in its 2020-2024 Strategy, identifies four areas of potential additional risk in 2024: duty of care/addiction prevention, combating illegal online offerings, supporting partners, and ensuring compliance with data provision regulations.
